Bill Waco (HARLAN CARY POE), recently discharged from the army, meets a young black doctor, Calvin Crosse (PHILIP M. THOMAS) while hitch-hiking to an island off the coast of New England. Crosse has just been released from prison after serving time for performing illegal abortions.
He plans to work for an old professor there, but upon arriving at his home learns that the doctor has died. From a tape recording Crosse also learns that there is an epidemic on the island, the nature of which is kept conscientiously mysterious by certain involved citizens. When an old man dies of advanced syphilis, Crosse realizes that this must be the epidemic, and when he confronts Sheriff Whitehead (PETER H. CLUNE) with his discovery, his suspicions are advanced by the Sheriff's hostility and refusal to cooperate.
When Crosse and Waco see to it that the town's four prostitutes are examined in spite of Whitehead's protests, and when they are found to be fully healthy, Crosse searches for more hidden sources of the disease. D.D. Whitehead

(JOSIE JOHNSON), the sheriff's daughter has been dating Bill Waco. When she realizes that Bill's doctor friend Suspects her as a carrier, she attempts to seduce him. Finally understanding both the source of the epidemic and the sheriff's hostile attitude, Crosse sets out to warn the endangered young people of the island, to help D.D. understand and be cured and to a violent confrontation with the sheriff who is the original source of the disease.
