School's out! And to every California boy and girl this new-found freedom means the beach, tanned bodies, overflowing bikinis, surf, sand and fun. On Malibu Beach a young beautiful girl, Dina (Kim Lankford) is the new lifeguard who immediately attracts the attention of the entire male population on the beach, one of them is Dugan (Stephen Oliver) a weight-lifting muscleman left over from the fifties. Also there are Bobby (James Daughton) and Paul (Michael Luther) two wild, young guys going full tilt, getting every second of pleasure out of summer. Complicating matters is a bratty kid (Marty Rogalny) who kicks sand and tosses ice cubes on necking couples. A frisky dog crawls around stealing the tops off sunbathing girls, much to their dismay and the boys' delight. Dugan's advances are brushed off by Dina, so he hooks up with Ms. Plickett (Flora Plumb), while Bobby and Glorianna (Tara Strohmeier), the rich girl with the Corvette, rekindle an old romance. Cruising the streets in Bobby's jeep that night, Dugan and Paul race

against Claude (Roger Lawrence Pierce) a rich kid with a souped-up Cadillac. Later at a hangout called the Barge, Paul tries to get close to luscious Dina, while Bobby connects with her best friend, buxom Sally (Susan Player Jarreau). After the barge, the kids meet at the beach for a pot party. Two police officers arrive. The weary officer, Lyle (Bruce Kimball) tells his gung-ho recruit, Rodney (Parris Clifton Buckner)to check out the beach, while he drinks milk (spiked) at the local bar. Rodney sees the kids smoking, starts to bust them but is quickly befriended by Margie (Sherrie Lee Marks). He winds up smoking a joint with them. Dugan arrives, spots Paul and Dina together and jealously picks a fight. Luckily, Rodney shows up and although he's so high he's been collecting seashells, his presence is enough to stop the fight. Later the gang goes skinny dipping; they change partners. Sally is now with Paul, and Bobby and Dina hit it off. Dina is back on her lifeguard perch the next day with her work cut out for her, as the bratty kid fakes a drowning, then needs a real rescue. The dog continues to raise tantalizing havoc by stealing the bikini tops. Bobby and Dugan confront one another and it results in a drag race with Bobby taking a cop car and Dugan commandeering Claude's Caddy. The race ends in a spectacular crash . . . .
